Hans Frank orders non-work-essential Jews to be deported from the Krakow Ghetto to various camps all across occupied Europe. The Jews want to stay in the comparatively safe ghetto, avoiding deportation, and their labor is cheap; however, they aren't experienced laborers. On the other hand, Krakow is teeming with qualified and skillful Poles also looking for work. Aryanization is a common trend in other reposessed factories.
